David R. Millard

David Millard was sworn in for his first term in the Pennsylvania House of Representatives in 2004. A lifelong resident, Rep. Millard is honored to represent the citizens of Columbia County’s 109th District.

For the 2017-18 session, Millard serves as the Chairman of the House Tourism and Recreational Development Committee. He also serves on the Agriculture and Rural Affairs Committee.

Born on February 10, 1953, David Millard is the youngest of six children.  From his earliest years, David’s life was defined by diligence, hard work and responsibility. After his mother suffered a crippling stroke, his father, a World War II veteran and Bloomsburg Silk Mill employee, worked two full-time jobs to care for his wife and family.  Growing up with this model left a huge impression on David … and set the course for his lifelong commitment to leadership and service.

Prior to his election as state representative, David worked for 30 years to ensure excellent electrical service for the people of Northern Pennsylvania. He was employed with the Bechtel Power Corporation from 1974 to 1984, and with PPL from 1984 until his election.  Once with PPL, David joined IBEW Local 1600, where he served in numerous leadership roles.

David has been active in the Bloomsburg Volunteer Fire Department.  A firefighter for the last 32 years, David has helped his community to deal with trying times -- including the devastating floods of 1972 and 1975. David also has offered leadership as vice president of the department, and through service as president and auditor of the Fireman’s Relief Association.

David, a long-time director of the Bloomsburg Fair, is part of the team that selects entertainment for the event and coordinates special presentations by artisans throughout the week.  To support the economic and agricultural benefit of fairs across Pennsylvania, David initiated the 'fair caucus' in the Legislature and regularly holds meetings for legislators who are involved with fairs in their districts.

Despite a demanding schedule of family, career and community service, David endured several years of night school to earn his Bachelor of Science degree in office administration from Bloomsburg University.
