Millard Convenes Hearing on Human Services Funding for Rural Counties in State Budget

HARRISBURG – In order to make a fair assessment of true human service funding needs for rural counties before state budget proceedings begin in earnest, state Rep. David Millard (R-Millville), together with Rep. Rick Mirabito (D-Lycoming County), convened a joint meeting of the House Republican and House Democratic Policy Committees today in Harrisburg.

Representatives from the Juniata Tri-County MH/MR program made a brief presentation on funding needs.

After the presentation, Millard, a member of the House Appropriations Committee, released the following statement:

“Lawmakers are acutely aware of the impact that state budget cuts have on programs that provide services to some of the neediest citizens in our communities.

“Judging from the numbers thus far, it’s very likely that Pennsylvania will still end its fiscal year in a deficit, but we’re eagerly awaiting revenue numbers from April before we can get a more accurate financial picture.

“If revenue numbers continue to rise, many of us are hopeful that the deep cuts to human services proposed in the governor’s budget won’t need to be quite so deep.

“While all Pennsylvanians who appropriately qualify for and receive assistance from human services organizations are important, today’s presentation brought to light specific challenges that rural service organizations face, primarily from extra costs that come from transportation challenges.

“I’m grateful to all representatives from the rural human services organizations who contributed to today’s hearing. Budget negotiations, no matter how intense, must always be conducted with the fact that human lives are affected at each level.”
